For 2.5NA, 2.5TD and 200Tdi engines the front pulley is a two part assembly, a damper and a part the belts run on, to use the tool (and other similar ones) the front part that the belts run on will need to be removed and the tool utilises the bolt holes that held it in place, there are several YouTube videos from various people showing how this is done.
